Abstract

Contemporary researches show an increase on the amount of brazilian population that can acess the internet. However, despite this growth, the digital divide still presents itself as a challenge for the brazilian society in two levels: a) the exclusion of the possibilities of access to ICTs and to the internet and b) exclusion related to the uses of these technologies. In this scenario, the article defends public libraries as spaces for the construction of media and informational literacy skills. It proposes a structural point of view which consider contemporary informational practices as part of a complexity matrix of relationships that involves people, institutions and technological artifacts, all situated in a given space and time, as sociotechnical practices
