Abstract

The present investigation adopted as methodological outline the content analysis, based on a bibliographic and documentary corpus composed of academic works and research in official documents around the SECULT and the BECE. It discusses the situation that preceded the implementation of the regime at national and state level, as well as the cultural policies of the Federal Government. It addresses the emergence of SECULT as a result of these policies and their application to the Public Library, presenting the general panorama of public policies in the state during the period from 1964 to 1985. As a result, denotes that the Public Library of Ceará was influenced by the cultural policies of the period, partially reproducing the logic of actions related to the country project defended by the military. He concludes by pointing out that a policy was applied to BECE, for the most part, to structural interventions, focusing on changes of address and repairs to buildings, giving the institution a small space within the scope of cultural policies designed and operated SECULT during the period in question.
